>> around the world overnight, the markets have been up. the major exchanges in tokyo and hong kong were up triple-digits. >> it comes after the most famous indicator. the dow jones industrial average closed over 10,000. >> john hendren has the details. >> reporter: wall street is back. back over the 10,000 mark. in territory the dow hasn't seen in over a year. >> 10,000 is basically a psychological barrier. >> reporter: a psychological barrier, first crossed a decade ago. but it's the latest sign of an economic turnaround, that's nothing short of striking. >> the fact that we hit 10,000 today, gives you the idea, or the sense of the resiliency of markets. >> reporter: since bottoming in march of this year, the dow has soared 53%, almost 3500 points. a broad-based advance, led by financials and technology companies. as wall street celebrates, main street has been slower to heal. >> there's still tons of people

look for jobs. i work in a restaurant. i'm a server there. we have people that used to be execs that are looking for low-wage jobs. >> reporter: the pinch is felt in places like fitch berg, massachusetts, where the city turned off half its lights to save money. and in chicago, where the champion cycle center had its merchandise repossessed, the casualty of declining sales. >> this is a bad time in this country for small businesses. >> reporter: rising earnings from google and goldman sachs are expected to wow wall street today. but economists say it could be a long, slow recovery on main street, where unemployment is at a 26-year high. jeremy and linsey? >> john hendren, live in washington. thank you. we're following a developing story out of pakistan this morning. a series of deadly attacks that have left at least 26 people dead. in the eastern city of lahore, teams of gunman attacking pakistan's counterterrorism agency, attacks three, separate facilities. 18 people were killed in the

assault. and in the town of kahot, eight people died in a suicide car bombing. the wave of violence comes and is aimed at curtailing government strong holds in pakistan's border with afghanistan. the terrorist akized of a plot in new york city, had reported high-level associations. najibullah zazi had al qaeda connections that reportedly went up to osama bin laden. it's not clear whether his contact was to offer encouragement or to help with the plot. president obama is said to be weeks away from deciding what to do with u.s. troop levels in afghanistan. during a three-hour white house meeting yesterday, the president and his top military and diplomatic advisers, discussed strengthening afghanistan's police and army. secretary of state hillary clinton participated in her trip to russia. she talked about afghanistan, with our cynthia mcfadden. >> i'm still, you know,

considering all the different aspects of making this decision. and i will, you know, be prepared to offer the president my best advice when he asks for it. >> reporter: but if he asked tomorrow, would you know what you are going to say? >> probably. >> clinton shared a somewhat surprising revelation about her access to the president. while insisting she's definitely the president's number one foreign policy adviser. >> i am shocked at how much time i spend in the white house. you know, for people on the outside, the idea of going to the white house for a meeting must seem like the most important, serious, even glamorous kind of thing to do. but i've been there so much, it's -- i see that my schedule, i have to go to the white house again. >> clinton says she's not frustrated at the state department. and she has no interest in running for president again. the struggling city of new orleans gets some high-level attention today when president obama arrives for a four-hour visit.

residents say while they welcome mr. obama, they don't want their neighborhoods turned into just another presidential photo op. here's karen travers. >> reporter: mr. obama promised his administration would not repeat the mistakes of the bush administration. >> when i am president, i will start by restoring that most basic trust, that your government will do what it takes to keep you safe. >> reporter: today, the president will visit the martin luther king charter school in the city's lower ninth ward. that neighborhood was devastated by the floodwaters of katrina. mr. obama will hold a town hall meeting with local residents. he may face tough questioning. before he steps foot on the ground in louisiana, critics in the region have taken aim at mr. obama, for waiting nine months to visit, visiting for four hours, and skipping mississippi and alabama, that were also devastated by the 2005

storm. >> to judge what you're continuing to do. >> reporter: the image of george w. bush peering out a window of air force, looking at the damages of katrina, is still fresh in the minds of gulf coast residents. one local scholar said the obama administration is risking its own glorified fly-over. since taking office in february, the measures to free up aid, has freed up $1 billion for recovery projects in louisiana. and policy analysts say that's what really matter, not a presidential photo op. california gets a nice, warm day to dry out after getting battered by a powerful storm. high winds and heavy rain triggered widespread flooding. still, nearly 1 million people lost power. more than 500 car accidents were reported in los angeles county alone. and now, for this morning's weather from around the nation. an early nor'easter from washington, d.c., to connecticut. rain, flooding and 50-mile-per-hour winds, plus snow, in parts of pennsylvania

carnation instant breakfast essentials. wall street will be looking toward another batch of earnings reports today, as it looks to keep the momentum going, after the dow broke through the 10,000 barrier. tokyo's nikkei average surged 1.8% today. hong kong's hang seng is higher. different story in london, where stocks opened lower. and of course the dow begins the day at 10,015, after soaring 144 points yesterday. the nasdaq claimed 32 points to close at 2172. stocks may be soaring. but the housing market is still going in reverse for many. a record number of americans were in danger of losing their homes to foreclosure last quarter. new figures show nearly 938,000 homes got some form of foreclosure filing during that period, up 5% from the second

quarter. california, florida, arizona, nevada, illinois and michigan accounted for more than 60% of all foreclosure activity during the three-month period. well, coca-cola is responding to the growing health concerns about soda. the company is launching 90-calorie minicans of soda. they'll debut in new york and washington, d.c. in december and appear nationwide by march. the cans will be 7 1/2 ounces, compared to the typical 12. and they'll be sold in eight-packs. today's "new york times" tech report, a new way to share your photos. nikon has released a digital camera with a built-in projector. "the times" sam grobart says it's not the most powerful projector. but it does the job. >> it makes it convenient and easy to share photos with people, particularly on the fly, shortly after you've taken them. the problem with the s-1000, is it's an amazing feature to project on to a wall. but as a camera, it's okay.

filed income tax extensions. >> but it's also the last day to comply with an irs mandate to disclose offshore bank accounts or risk jail time. so far, 7,500 people have come clean or applied for amnesty. abc's brian ross investigates. >> reporter: it's already too late for the multimillionaire accountant who lives in this waterfront mansion in boca raton, florida, and who had $7 million in a secret bank account in switzerland. the irs learned of steven rubenstein's account before he could turn himself in. and now, he faces three years in prison on tax charges, a case that serves as an implied threat from the irs. >> so, it's either get in now or face prosecution later. >> reporter: rubenstein was the first of potentially thousands of u.s. citizens whose names are being turned over to the american authorities by the giant swiss bank ubs, which abandoned its policy of secrecy when faced with possible prosecution itself.

>> we have clients on that list. and they are quite angry. and in their view, betrayed by the bank, in terms of having their information turned over. >> reporter: two weeks ago, ubs sent this final notice, setting off a kind of panic among its american customers. "your account with ubs," it said, "will be secret from the irs no more." was it a kind of panic that you saw? >> yes. yes. panic, crying, hysteria. >> reporter: now, with the midnight deadline nearing, officials at the irs say there is a surge of people, beyond just ubs customers, willing to pay stiff penalties to avoid prosecution. >> right now, we're seeing disclosures about banks. 240 banks in 70 countries. >> reporter: the irs will only go back seven years for back due taxes. for those who have had secret accounts for ten years or more, they can pay the penalty, take

the forfeiture and come out well ahead. for some, crime will pay. brian ross, abc news, new york. they're still processing amnesty applications for the irs program. millions of older americans could get a $250 payment if president obama has his way. the president is urging congress to approve the money to help seniors who won't be getting a social security increase next year because of the recession, it's the first time since 1975, that there's been no cost of living increase. new math scores show that for the first time in two decades, fourth graders failed to improve. 39% of those students were at or above the proficient level. scores for eighth graders advance for another year with a 34% proficiency. education officials call the results troubles and blame poor training of math teachers. in massachusetts, for example, 55% of the math teachers failed the math portion of their assessment. california first lady maria shriver is apologizing for

breaking the law after getting caught using her cell phone behind the wheel. shriver also promised to donate her cell phone to a domestic violence prom, a day after tmz photos showed her driving and talking without a hand - free device. rush limbaugh has been dropped from an investors group trying to buy the st. louis rams. the head of the group says limbaugh's inclusion had become a distraction and a complication. the talk show host had drawn a firestorm of criticism from within the nfl and civil rights activists. limbaugh blamed the controversy on those who wanted to destroy conservatism. baseball playoffs resume tonight, as the dodgers host the phillies in game one of the national league championship series. as for last night's sports, here's mike yam at espn news. >> good morning. we start with college football. boise state matching up against tulsa. golden hurricanes have lost every, single time they've taken on the broncos.
